Made a tile of rectangles and rotated 45 and hitTestCircleRect was messing up

Works not rotated

Probably has to do with distance measuring? Longer diagonally than otherwise would be.
It is an equation... and perhaps the width it is using is the projection of the rotated square on the stage... but maybe there is a better way...
